Investigate Wrongdoing by DoDEA Leaders

The Federal Education Association fully supports calls for the Department of Defense Inspector General's office to investigate numerous accusations of waste, fraud, and abuse by DoDEA Director Dr. Shirley Miles and members of her Senior Staff at DoDEA.

The accusations were made by a former DoDEA employee who worked closely with Dr. Miles and her Senior Staff and were reported in a complaint filed with the Inspector General's office in September 2009.

On October 7, 2009, FEA sent a letter to the DoD Inspector General's office urging him to fully investigate the charges against Dr. Miles and her Senior Staff.

Title 5, Section 7211 of the U.S. Code protects your right as an employee to address your concerns to Congress. It reads, "The right of employees, individually or collectively, to petition Congress or a Member of Congress, or to furnish information to either House of Congress, or to a committee or Member thereof, may not be interfered with or denied.

Numerous Allegations Made

Among the allegations made in the former DoDEA employee's complaint to the Inspector General:
  • that Dr. Miles engaged in improper and/or illegal relations with individuals awarded government contracts by her office and may have provided those individuals with "insider" information.
  • that Dr. Miles and her Senior Staff circumvented proper DoDEA hiring practices, including Veteran's Preference rules, to arrange a job for Dr. Miles' daughter in law.
  • that Dr. Miles improperly participated in interviewing and the hiring of personal friends of hers for DoDEA management positions.
  • that Dr. Miles abused government funds repeatedly through various activities including purchasing airlines tickets that violated the Joint Travel Regulations, holding DoDEA meetings and spas and resorts instead of cheaper DoD-owned facilities, and misusing her Government Purchase Card.
  • that Dr. Miles and members of her Senior Staff may have changed the competency codes for headquarters employees to protect junior staff from a Reduction in Force at the expense of older staff, which would constitute age discrimination and falsification of official records.
