Update on Additional Consideration for Excess

An additional 26 excess educators have been placed and 8 other excess were granted reconsideration placements during ongoing transfer consideration that wrapped up Monday.
The transfer reassignment letters for those placed were sent out by DoDEA on Tuesday. Only those who received placements will receive a letter at this time.
No further transfer rounds/meetings will take place this year. Instead, headquarters will place excess educators as new vacancies are received.

Transfer Lists Inaccurate

It has come to our attention that several versions of the DoDDS transfer list are being circulated. The lists being circulated contain outdated and inaccurate information. Those lists have not recently been updated to reflect currently accurate transfer placements. Please disregard and delete any transfer lists you receive at this time. The "official" transfer list will be released by DoDDS when it is fully updated. FEA Washington will then distribute it to members when it is ready for dissemination.

No Date Yet for Excess Consideration

No date has been set yet for the next phase of the DoDDS Transfer Program, which will seek to place or give reconsideration to excessed educators.

Excessed educators who were not previously placed in the transfer program and excessed educators who request reconsideration of their assignments are the only applicants who will be eligible for further transfer consideration this year.

To be considered for reconsideration of an assignment received in round one, an excessed educator must meet at least one of the following criteria:
1. The excessed educator was placed outside of his/her current district. In such cases, the educator may request reassignment either for all schools within the current district, OR only those district schools within commuting distance of their present location.
2. The excessed educator was placed in a teaching category that he/she has not taught nor received training in during the past six years.
3. The excessed educator has a medical need that precludes moving to the new assignment location. Medical documentation is required to prove such a need.

DoDDS completed sending out transfer reassignment notifications several days ago and now is waiting to hear back from those who received reassignment offers. They will also return all vacancies that could not be used in Round 1 to the principals, requesting that the principals try to change the teaching categories prior to the placement round for excessed educators.

The meeting for additional placements/reconsideration of excessed educators cannot take place until that process is completed, which will take a few weeks at least.

Transfer Notifications Have Been Sent

At this point, DoDEA has sent out transfer reassignment letters to everyone who received a transfer in round one. If you have not received a letter then you were not placed in the transfer round.
Only excessed teachers who were not previously placed or are requesting reconsideration will be included in the second round. Excess educators may request reconsideration by checking the appropriate box on their transfer reassignment letter. Reconsideration may be requested for any of three reasons:
1. To remain in your current district or commuting area.
2. If you were placed in a teaching category you have not taught nor received training in during the past six years.
3. Due to medical needs (requires medical documentation).

If you have a question about a transfer, please send it to the FEA ADMIN address on DoDEA Outlook e-mail. Be sure to include your transfer group and service computation date (SCD) along with your question.

Round One Is Over

Round One of the DoDDS Transfer Program officially ended Wednesday with over 300 transfers authorized. While approximately 267 placements were made in this round, additional transfers for excessed employees will be done in the next round.

Reassignment letters will be sent out by DoDEA Headquarters beginning tomorrow (March 27), though it will take several days for all notifications to be sent out. The letters will be sent via e-mail. Only applicants who were placed during the transfer round will be notified.

As per our agreement with DoDEA, FEA will not offer specific information on any individual transfers until all notification letters have gone out. If, at that time, you have a question, send it to the FEA Admin address on DoDEA Outlook e-mail and be sure to include your transfer group and Service Computation Date (SCD).

Here are the approximate numbers of placements made in each transfer category:
Group A+ - 64
Group A -- 53
Group B -- 15
Group C -- 92
Group D -- 12
Group F -- 31

No date has been scheduled yet for a second transfer round. The second round will include only excess educators who have not been placed or are requesting reconsideration. Excess educators may request reconsideration by checking the appropriate box on their transfer reassignment letter. Reconsideration may be requested for any of three reasons:
1. To remain in your current district or commuting area.
2. If you were placed in a teaching category you have not taught nor received training in during the past six years.
3. Due to medical needs (requires medical documentation).

FEA would like to thank its members for their patience during the extended time this transfer round remained open. We would also like to thank the DoDEA staff -- especially Patti Ross, Nita Coates-Jones, and Dr. Tafoya -- for working with us to maximize the number of transfers that could be arranged in this round.
